Overview
In early September 2026, Haiti’s Minister of Planning and External Cooperation, Sandra Paulémon, conducted a tour of the Grand North region, including the Nord-Est, Nord, Nord-Ouest, and Artibonite departments. By late September, security concerns emerged following the kidnapping of Alix Laurent, a police inspector and security chief for Minister Paulémon, in Delmas.
