Halloween security and mobility measures in Colombia

Overview

Various Colombian municipalities have implemented special security, mobility, and commercial protocols for the Halloween weekend. In Medellín, nightlife establishments in 11 zones, such as Provenza and Manila, were authorized to extend operating hours until 4:00 a.m. to support the Ritvales electronic music festival, though Parque Lleras was excluded. To ensure safety, over 530 personnel, including police, army, and transit agents, were deployed to monitor metro stations, parks, and shopping centers. Enforcement in Medellín resulted in over 2,100 traffic citations and 536 vehicle impoundments.

Security forces have been deployed across several regions. In La Guajira, over 1,000 police officers were assigned to patrol 15 municipalities. The National Police announced preventive measures across 125 municipalities in Antioquia, focusing on child safety and candy inspection. In Bogotá, 400 motorcycle police officers patrolled eight localities to monitor restrictions and prevent unauthorized convoys. Notably, Bogotá reported a 50% decrease in homicides during the holiday period compared to the previous year.

Mobility restrictions were enacted in several cities. Montería and Rionegro implemented bans on motorcycle passengers, while Soacha utilized traffic agents to manage road closures. Bucaramanga established a curfew for minors and restrictions on motorcycle passengers. In Cartagena, authorities banned the ‘Caravana del Terror’ and activated a Unified Command Post.

During the celebrations in Algeciras, Huila, an explosive attack involving a device mounted on a motorcycle killed Police Officer Julián Esmith Castaño López and injured six others, including two police officers and four civilians. The National Police have launched an investigation to identify those responsible.
