The 100‑year master plan released in July 2026 continues to shape Hanoi’s development trajectory. Hanoi launched a creative‑infrastructure programme and a 2026 design competition to convert idle industrial sites, relocated facilities and historic craft villages into museums, parks and creative hubs, reinforcing the city’s ambition to join UNESCO’s Creative Cities Network. President General Secretary To Lam subsequently underscored the plan’s integrated nature, adding detailed zoning, underground development and inner‑city densification to the agenda. He pointed to Singapore’s underground projects as a model and called for coordinated action across agencies to ensure the plan’s implementation. In August 2026, the city unveiled a framework to implement this vision through 81 specific urban plans, including 63 subdivision plans, 13 functional zone plans, and five underground and technical infrastructure plans, with a goal to approve all by the end of 2026. This strategy utilizes a ‘green-compressed’ model and Transit-Oriented Development (TOD) while orienting areas along Ring Road 4 as urban corridors. Economically, Hanoi aims for an average annual GRDP growth of over 11% between 2026 and 2030, targeting a long-term GRDP of $1.92 trillion by 2065 through a focus on semiconductors, AI, biotechnology, and digital transformation.
