Hanoi officials have implemented a significant restructuring of specialized government agencies to streamline administration in accordance with the Capital Law. The reorganization reduces the number of departments from 15 to 14 by merging the Department of Planning and Architecture into the Department of Construction, and combining the Department of Tourism with the Department of Culture, Sports and Tourism. Following these changes, the Hanoi People's Council approved a personnel reshuffle for the 2026–2031 term. To comply with a new regulatory structure that limits People's Committee membership to six key leadership roles—covering areas such as finance, justice, and public security—the Council dismissed 11 individuals from their positions as committee members. These individuals include the directors of the Health, Education, and Industry and Trade departments. Officials clarified that these dismissals are due to the new structural requirements and do not constitute misconduct, nor do they remove the individuals from their roles as heads of their respective agencies. The restructuring has also impacted recruitment processes. The Hanoi Housing Management Center, operating under the Department of Construction, has suspended the recruitment of 145 civil servant candidates pending the completion of the departmental mergers. Additionally, the city has restructured its media landscape, merging six city media organizations. As part of this process, Nguyễn Thanh Liêm has been appointed as the Director of the Hanoi Press and Broadcasting Agency. Furthermore, Trần Đức Hải has been appointed as the Director of the Hanoi Department of Industry and Trade.
