Hanoi officials have implemented a significant restructuring of specialized government agencies to streamline administration in accordance with the Capital Law. The restructuring has also impacted recruitment processes. The Hanoi Housing Management Center, operating under the Department of Construction, has suspended the recruitment of 145 civil servant candidates pending the completion of the departmental mergers.

Additionally, the city has restructured its media landscape, merging six city media organizations. As part of this process, Nguyễn Thanh Liêm has been appointed as the Director of the Hanoi Press and Broadcasting Agency. Furthermore, Trần Đức Hải has been appointed as the Director of the Hanoi Department of Industry and Trade.
