However, the situation shifted following reports of inadequate nutrition and insufficient portions at several facilities, specifically Trung Gia Primary School. Parents raised concerns over meals valued at 40,000 VND per portion—which include a 28,000 VND municipal subsidy—that reportedly consisted only of rice, bean sprouts, minced meat, and a single small meat skewer. In response, Hanoi authorities have launched investigations into meal management in areas including Trung Gia, Bo De, and Thanh Oai. Local officials in Trung Gia have suspended services from the previous provider, Duc Tien Company, to transition to a new supplier. The Hanoi Department of Education and Training has issued directives for schools to audit food origins, transportation, and nutritional standards, while emphasizing strict adherence to food safety regulations. Following the outcry, the Hanoi Communist Party Committee and the City People's Committee issued directives to verify discrepancies between meal costs and actual nutritional value, as well as issues regarding delayed deliveries. Recent reports indicate that some students in Thanh Oai and Trung Gia did not receive lunch until nearly 1:00 PM due to delivery delays. Corrective measures are underway: included replacing providers at Nguyen Quy Duc Primary School has replaced its provider, and Kim Bai Primary School, which temporarily suspended services, is scheduled to resume with a new vendor on September 11. At Duc Giang Primary School (Thượng Thanh branch), a delivery truck was observed to have a “dusty, uncleaned floor.” In response to these specific failures, local authorities in Việt Hưng Ward terminated the contract with Huong Viet Sinh Co., Ltd., transitioning to on-site cooking under strict supervision. Other schools, including Nguyễn Quý Đức and 8. Trung Giã, have attributed delays to vehicle breakdowns, traffic, or electrical issues.
