Hanoi socialist commune pilot

The Hanoi Party Committee has moved forward with the socialist‑commune pilot in the adjacent communes of Phúc Thịnh and Thu Lâm. After a conference on 16 July 2026, the People's Committee formally launched the model on 15 July, citing the communes’ ample land, rapid urbanisation, existing infrastructure and proximity to major transport corridors and Noi Bai airport. The pilot, guided by Vice Chairman Nguyễn Xuân Lưu, follows a two‑tier local government structure slated to take effect on 1 July 2025 and a 100‑day action programme inaugurated at the end of July.

Implementation relies on 54 detailed criteria covering political structures, digital governance, economic growth, infrastructure, social welfare and environmental protection, organised into nine solution groups with quantitative targets and citizen‑satisfaction measures. Officials stress strong local political bases, transparent decision‑making and continuous evaluation, with the aim of raising living standards to an average income of about 90 million VND per person and reaching a population of roughly 700,000 by 2030.

After the five‑year pilot, Hanoi will assess outcomes, possibly merge the two communes, and expand adapted criteria to the remaining 124 districts from 2026 onward, with a final evaluation planned for 2030.
