Authorities in Hanoi are addressing traffic congestion through both management proposals and infrastructure construction. To manage extreme congestion on the elevated Ring Road 3, where vehicle volume reportedly exceeds original design capacity by over eight times, the Traffic Police Department previously proposed converting the existing emergency lane into a third continuous driving lane in each direction. To mitigate risks, officials suggested lowering operational speeds and utilizing enhanced camera monitoring and traffic control centers to facilitate rapid emergency response. However, the Hanoi Department of Construction has rejected this proposal, deeming it ‘not feasible and inconsistent with regulations’. Technical assessments indicate conducted alongside the University of Transport and Communications revealed that adding a third lane would reduce the road's cross-section of 10.75 meters per direction cannot accommodate three lanes while maintaining required widths. If implemented, lane widths would drop to approximately 3–3.25 meters between 3.0 and shrink 3.25 meters, and safety strips to would fall below 0.5 meters, the mandatory 0.25-meter minimum, violating national technical standards (QCVN 117) which require widths of 3.5 to 3.75 meters. 117).
