Authorities in Hanoi are addressing traffic congestion through both management proposals and infrastructure construction.
To manage extreme congestion on the elevated Ring Road 3, where vehicle volume reportedly exceeds original design capacity by over eight times, the Traffic Police Department previously proposed converting the existing emergency lane into a third continuous driving lane in each direction. To mitigate risks, officials suggested lowering operational speeds and utilizing enhanced camera monitoring and traffic control centers to facilitate rapid emergency response.
However, the Hanoi Department of Construction has rejected this proposal, deeming it ‘not feasible and inconsistent with regulations’. Technical assessments conducted alongside the University of Transport and Communications revealed that the road's cross-section of 10.75 meters per direction cannot accommodate three lanes while maintaining required widths. If implemented, lane widths would drop to between 3.0 and 3.25 meters, and safety strips would fall below the mandatory 0.25-meter minimum, violating national technical standards (QCVN 117).
Officials also warned that removing the emergency lane on this vital, single-access route would create a ‘bottleneck’ effect. In the event of a vehicle breakdown or accident, the lack of an emergency lane would block traffic flow and prevent emergency services, such as ambulances and fire trucks, from reaching the scene.
Simultaneously, construction is advancing on a multi-level interchange connecting Ring Road 3.5 and Thang Long Boulevard. This project, valued at over 2,380 billion VND, includes a 975-meter four-lane underpass and several turbine-style branch bridges designed to separate traffic flows and reorganize movement at the intersection.
