Overview

Skoda Transtech has requested the Finnish Competition and Consumer Authority (KKV) to halt the tram procurement process for Helsinki and Vantaa. The manufacturer alleges that the evaluation was not impartial and that the winning bidder, Stadler of Poland, received favorable treatment after the process was altered at the final stage.

Skoda Transtech reported its offer was €264 million, whereas Stadler’s proposal reached €332 million, which exceeds the project budget. This follows previous legal setbacks for Skoda Transtech, including a dismissed appeal in a market court during the spring and a refused cassation request by the Supreme Administrative Court in June. The dispute also involves a decision by the authority to increase the maximum contract price by €60.9 million.
