Hesse municipal funding and digitalization

Overview

Hesse is implementing various financial support measures for its municipalities. In late 2026, it was announced that the Hessian municipal financial equalization (KFA) is projected to reach a record 7.532 billion euros in 2027, an increase of 127 million euros from the current year. When combined with 5 billion euros in supplementary support from the Hessian Ministry of Finance, a total of 12.539 billion euros will be available to 442 municipalities to assist with budget planning and financial stability.

Additionally, the Hessian Digital Ministry has launched the ‘kommunal. digital. hessen’ program. This initiative allocates approximately €7.9 million to support more than 300 municipalities in their digital transformation. The program prioritizes financially weaker municipalities by offering funding rates between 70 and 90 percent of eligible expenses, with individual grants reaching up to €45,000. Targeted projects include electronic files, digital payment systems, and AI assistants to ensure digital services are not limited by a municipality’s size or financial strength.
