Higher education funding crises in Latin America

Overview

Higher education institutions in Argentina and Mexico are experiencing significant budgetary constraints. In Argentina, university funding has seen a substantial real decline between 2023 and 2025, with the 2027 budget proposal projecting only a 0.3% real increase. This has resulted in a loss of purchasing power for faculty and staff. In Mexico, despite an increase in student enrollment, the 2026 approved budget reflects a 2.4% reduction in total funding compared to 2025, leading to lower expenditure per student.

In Argentina, the situation has evolved into broader labor and financial tensions. Teachers' unions, such as ATEN in Neuquén, have requested the reopening of salary negotiations to address the high cost of living. Concurrently, university rectors have met with legislators to demand the implementation of the University Financing Law. Leaders from the National Interuniversity Council (CIN) have warned that without adequate resources, the national university system faces a ‘terminal phase’ that threatens research, infrastructure, and basic services.
