HLV investment platform fraud investigation in Honduras

Overview

Authorities in Honduras are investigating HLV, a digital investment platform accused of operating a fraudulent scheme. Users in western regions, such as Gracias and La Entrada, have reported being unable to access accounts or withdraw funds, with individual losses estimated between 50,000 and 200,000 lempiras.

Investigations have highlighted claims from a former representative, Josué Portillo, who filed a complaint with the Ministerio Público after facing death threats. Additionally, social media footage surfaced showing the platform’s former Director of Operations, Pastor Henry Pérez, promoting the system and suggesting users could recover funds by upgrading to higher membership tiers.

The National Banking and Insurance Commission (CNBS) has issued warnings regarding an increase in such schemes. Commissioner Gustavo Solórzano noted that HLV allegedly collected funds by promising high returns through the leasing of product vending machines, a mechanism exhibiting characteristics of a pyramid scheme. The CNBS advised citizens to verify the authorization of any entity promising rapid, high-yield returns via social media or mobile applications, noting that unauthorized entities lack commission protection.

In a recent development, attorney Fernando González reported losing $4,000 to the platform. However, González stated he would not file a formal complaint with the Public Ministry, characterizing his participation as a “voluntary risk driven by ambition rather than deception.” He noted that any business promising returns exceeding 300% carries an inherent risk of total loss. Regional authorities continue to monitor these high-yield investment opportunities that resemble pyramid schemes.
