The 26 Nov 2025 blaze at Wang Fuk Court in Tai Po killed 168 people, displaced about 5,000 residents and destroyed a HK$336 million renovation project. A judge-led independent committee, chaired by Justice David Lok Kai-hong, has held six hearings (14-16 Jul 2026) and released a 627-page submission that includes CCTV of a construction worker smoking on a rooftop shortly before the fire and footage of firefighter Ho Wai-ho’s fatal fall. Police and the ICAC have charged seven individuals and two firms – Will Power Architects and Prestige Construction & Engineering – with manslaughter, money-laundering, tax evasion and related offences. The defendants appeared in court in June 2026; bail was denied for senior executives and the case was adjourned to September. Expert testimony highlighted systemic failures: non-fire-retardant scaffolding netting, foam-board façade cladding, deactivated fire-alarm systems and inadequate oversight of temporary works. The committee criticised the Housing Bureau’s honour-system inspection regime and called for a regulatory review of high-rise façade safety. A live-broadcast owners’ meeting on 19 Jul 2026, organised by the appointed administrator Hop On Management, announced the government’s plan to acquire the HK$2 billion fire-insurance claim from China Taiping Insurance, pending the committee’s final report. Residents expressed frustration at the meeting’s limited answers. Following the investigation, forensic analysis by the Hong Kong Government Laboratory concluded that the fire was likely caused by an accidentally discarded cigarette butt found near packaging materials on the building's exterior. The investigation ruled out electrical short circuits or spontaneous combustion. The scale of the disaster was attributed to flammable materials, such as non-fire-resistant tarpaulins and polyurethane foam panels, and the fact that fire alarms and pumps had been deactivated days earlier for rooftop water tank repairs. To date, 22 people have been arrested, with 16 facing homicide charges.
