Hualien rescue dog death investigation

The Hualien County Fire Bureau is under investigation following the death of Wilson, a Jack Russell Terrier search and rescue dog known for his work during the April 2024 earthquake. While the Bureau maintains that Wilson died last year after an accidental fall from a third-floor building during training, whistleblowers and critics have alleged the death was caused by abuse and have accused officials of a cover-up.

Fire Bureau Chief Wu Zhao-yuan has denied allegations of animal abuse, stating that skeletal examinations showed no signs of trauma consistent with abuse. He noted that the handler involved has been reassigned and is receiving mental health treatment. In response to the controversy, the Bureau has implemented new safety protocols, such as removing high-altitude training exercises.

The investigation has expanded as the Hualien District Prosecutors Office received multiple complaints accusing the Fire Bureau chief and a handler of violating the Animal Protection Act and criminal laws regarding negligence and intentional injury. The National Fire Agency has requested a formal investigation under animal protection laws. Public figures have also joined calls for a review of training standards to ensure working animals are not subjected to fear or injury.
