Human trafficking in Mexico

Overview

In 2024, the Mexican government reported 661 new investigations into human trafficking, with 392 specifically related to sexual exploitation. During that year, authorities identified 860 victims and secured 98 convictions.

Subsequent analysis and studies, including a report sponsored by Aeroméxico and the United Nations Office on Drugs and Crime (UNODC), have highlighted specific vulnerabilities within the tourism sectors of Mexico City, Cancún, and Puerto Vallarta. Long-term data from the Executive Secretariat of the National Public Security System (SESNSP) shows that between 2015 and 2025, 9,018 victims were identified, with 63 percent of cases between 2020 and 2023 involving sexual exploitation.

In Quintana Roo, President Claudia Sheinbaum Pardo noted significant challenges regarding trafficking, particularly involving children. Federal and state authorities are reportedly collaborating on investigations that have resulted in several arrests, including some foreign nationals.

By late 2026, officials identified emerging complexities regarding digital environments. Haydeé Vargas Sánchez of the Fiscalía General de la República highlighted legal gaps in the General Law concerning digital trafficking, noting that predators use online games, chats, and other platforms to recruit children and adolescents by posing as minors. Investigators face challenges due to the volatility of digital information and the need for international cooperation to access data stored outside Mexico.

In Tlaxcala, President Sheinbaum Pardo recognized coordinated efforts between federal and state authorities. The State Attorney General's Office reported that between 2022 and September 2026, 40 convictions were secured, totaling 1,106 years of prison sentences and significant fines. Since the start of 2026, seven new investigations have been opened in the state.
