Human trafficking trends in Germany

Overview

Data from the German Federal Ministry of the Interior indicates a significant increase in identified human trafficking and exploitation victims over the last decade. While 469 victims were identified in 2015 and 656 in 2016, the annual number has remained at least 800 since 2021, reaching 958 in the most recent year.

The majority of identified victims are female, with many subjected to forced prostitution. There are growing concerns regarding victim support, as the referral rate to counseling centers has dropped to approximately 23 percent in the last two years, down from previous rates of 27 to 35 percent.

In response, political representatives have described the rising figures as an ‘alarm signal’ and have called for more reliable access to support and permanent funding for specialized counseling. Additionally, the German cabinet has approved a draft law intended to improve the prosecution of traffickers, specifically targeting those who use false promises to induce forced labor.
