ICAO electronic passport authentication standards

Overview

Paraguay has officially validated its electronic passports within the International Civil Aviation Organization (ICAO) Public Key Directory (PKD). This integration, finalized during a symposium in Montreal, allows international immigration and customs authorities to perform instantaneous electronic verifications of Paraguayan chip-based passports.

By utilizing the UN-managed global repository, Paraguay moves away from individual bilateral validation agreements toward a single, interoperable standard. This system enables authorities to audit microchip data to ensure biographical and biometric information has not been modified.

The ICAO PKD infrastructure facilitates the exchange of cryptographic certificate information, allowing border authorities to authenticate electronic travel documents by verifying electronic signatures. This is complemented by Chip Authentication, which uses an interactive cryptographic process to ensure data is presented by a legitimate, original integrated circuit rather than a digital copy.
