On July 13, 2024, 25-year-old Colombian national Johan Sebastián Durán Guerrero was fatally shot by ICE agent David Brouillette during an attempted traffic stop in Biddeford, Maine. The Department of Homeland Security stated that Guerrero was not the intended target and noted that agents on the scene lacked functioning body cameras. Following the incident, community members and local officials in Biddeford began advocating for a permanent memorial to honor Guerrero. Legal representatives for the Guerrero family have sought video or photographic evidence from the area to clarify the circumstances surrounding the discharge of the weapon. Subsequent developments included During a congressional “shadow hearing” field hearing in Biddeford attended by national Democratic leaders and the victim’s parents. During this proceeding, Biddeford, U.S. Representative Chellie Pingree stated provided further details regarding the operation. Pingree revealed that the intended target was actually Durán Guerrero’s roommate, who owned the vehicle being driven at the time. Pingree also asserted that neither the victim nor the intended target of the operation had a final removal orders, describing the lack order of such orders as a “shocking revelation” removal, noting that contradicts prior Durán Guerrero held a valid work permit and had a pending asylum case. These findings contradict previous statements from ICE and the Department of Homeland Security. Security, which had claimed agents were conducting surveillance on an individual with a final order of removal. While an ICE spokesperson maintained that the agency was performing targeted surveillance at a known address, they declined to disclose specific intelligence methods and stated they did not claim Durán Guerrero or his roommate were the specific targets. The shooting remains under investigation by the Maine Attorney General’s Office.
