Ilha do Mel access control system implementation

Overview

The Institute of Water and Land (IAT) initiated a new access control system on Ilha do Mel in Paraná to manage territorial flow and visitor numbers. The first stage of the project focused on registering approximately 1,600 residents through the Ilha do Mel Administrative Unit (Unadim), requiring personal documentation and facial photographs. A planned second phase intended to extend monitoring to tourists via digital platforms and kiosks.

Following the launch of the registration process, residents staged protests to block the arrival of physical turnstiles at the Encantadas pier. Community members expressed concerns that the island’s current infrastructure is insufficient for physical barriers and argued that the government should prioritize improvements to sanitation, waste management, healthcare, and education. Some residents suggested that digital monitoring would be more effective than physical turnstiles.
