Illegal cigarette smuggling in Colombia

Overview

In 2025, Colombia experienced a peak in illegal cigarette smuggling, with illicit products accounting for an estimated 38% of total consumption. In certain areas, illegal packs reached up to nine out of ten. This surge resulted in a fiscal loss of approximately 1.18 trillion Colombian pesos for Bogotá and 32 departments, contributing to a five-year cumulative impact exceeding 4.8 trillion pesos.

Smuggling corridors were identified running from Panama through the Caribbean, Urabá, and the Coffee Axis toward the Ecuador border, as well as routes from Paraguay or Uruguay via Aruba and Curaçao to Colombian Caribbean ports. The most affected regions included Norte de Santander, Córdoba, Antioquia, and Atlántico. Low-priced brands such as Rumba, Carnival, Marshal, Nashville, and Cherokee dominated illegal sales in neighborhood stores.

Law enforcement responded with operations that seized 4.5 million packs valued at 15 trillion pesos, dismantled five criminal organizations, and led to 46 arrests and 230 other apprehensions. Further raids between March and July 2026 targeted networks in Medellín, Tolima, Valle del Cauca, and Bolívar.
