Illegal usury prosecutions in Vietnam
Overview
Authorities in Vietnam have taken legal action against individuals involved in illegal usury schemes.
In Huế City, Ngô Thị Hồng Loan has been prosecuted for operating a lending scheme between July 2023 and January 2026. The investigation indicates that Loan targeted individuals in financial distress with monthly interest rates of 10% to 20% and daily rates reaching up to 360% per year, resulting in an illicit profit exceeding 90 million VND.
In Da Nang, police arrested Nguyen Hai Dang for similar activities. Since September 2025, Dang allegedly provided over 300 loans to more than 50 people, using social media advertisements for ‘flexible financial solutions’ to lure borrowers. His transactions exceeded 1 billion VND with illicit profits of over 300 million VND, involving interest rates as high as 450% per year. Dang is a repeat offender who previously served an 18-month prison sentence in 2022 for the same crime.
