Overview
In late July 2026, the Indian Union Cabinet approved the Bharat Audyogik Vikas Yojana Rasayan (BHAVYA Rasayan) programme. With a total outlay of Rs 3,030 crore, the scheme aims to develop three large-scale chemical parks over five years (FY 2026-27 to FY 2030-31). Each park is eligible for a central grant of up to Rs 1,000 crore, contingent on a minimum state contribution of Rs 500 crore and the provision of at least 2,000 acres of contiguous land.
In response, West Bengal politicians began lobbying for a park in the state, with BJP MP Samik Bhattacharya suggesting sites such as Singur, Haldia, Raghunathpur, and Durgapur. By August 2026, the West Bengal government indicated it was preparing a proposal for the BHAVYA scheme. The state is also finalizing a new industrial policy to prioritize sectors like textiles, iron and steel, automotive, and IT, while focusing on tea, timber, and tourism in North Bengal to support both large-scale units and MSMEs.
Nationally, the BHAVYA scheme has received 87 applications from various states, significantly exceeding the initial target of up to 20 projects for the first round of approvals. During a meeting of the Apex Monitoring Authority of the National Industrial Corridor Development and Implementation Trust (NICDIT), Union Minister Nirmala Sitharaman emphasized the necessity of transitioning from project approvals to the timely completion of infrastructure. She urged states to resolve bottlenecks related to land, connectivity, utilities, and statutory clearances. Additionally, Union Minister Piyush Goyal noted that developments should align with PM GatiShakti through an integrated area-development approach.
