India judicial actions on stray animals

In late July 2026 India’s courts began intensifying legal responses to the growing problem of stray animals. On 23 July, the Delhi High Court took up a suo motu public‑interest litigation to track implementation of the Supreme Court’s 2025 directives on stray dogs, ordering a detailed status report on bite prevention and removal measures. The same day, the Odisha High Court expanded a similar petition to address stray cattle, demanding an affidavit on steps to clear roads of roaming cows, buffaloes and bulls and appointing amicus curiae to advise the state.

A week later, on 31 July, the Supreme Court escalated the issue by ordering a comprehensive compensation mechanism for victims of road accidents caused by stray cattle. The bench mandated mandatory tagging and digitisation of all cattle, creation of authorised shelters with receipt‑based transfers, and appointment of nodal officers in each jurisdiction to oversee enforcement. The Court also urged full implementation and amendment of existing cattle‑related laws, holding owners accountable for abandoning livestock.

Together, these rulings show a progression from monitoring and reporting at the state level to a nationwide policy framework aimed at preventing stray‑animal‑related injuries and fatalities.
