India Kotia border dispute escalation

Overview

Tensions increased in the disputed Kotia region following an announcement by the Andhra Pradesh government to hold panchayat elections in the area. Political leaders in Odisha, including Biju Janata Dal (BJD) President Naveen Patnaik, characterized the move as ‘extremely alarming’ and asserted that the region is an ‘inseparable part of Odisha.’ Critics also accused the Odisha government of failing to act with sufficient urgency to prevent perceived encroachment by Andhra Pradesh officials. In response, the Odisha government announced the deployment of Police and Revenue department officials to the Kotia region. Revenue and Disaster Management Minister Suresh Pujari stated that these officials will monitor developments, oversee Odisha’s development projects, and track actions taken by Andhra Pradesh. To protect its territorial interests, the Odisha government has escalated its legal response by filing a contempt of court petition in the Supreme Court against Andhra Pradesh. This petition specifically challenges the notification to conduct Zilla Parishad and Panchayat Samiti elections in the disputed area, citing a 2006 Supreme Court order that required both states to maintain the status quo. The legal challenge names the Andhra Pradesh state election commissioner, chief secretary, and district collector as parties. While Odisha maintains all 28 villages under the Kotia Gram Panchayat are within its territory, Andhra Pradesh claims rights over 21 of them. On the ground, the BJD has staged protests in Kotia to oppose the election process. A BJD delegation visited the Koraput district to interact with residents and assess the situation, reaffirming that Kotia is an ‘inseparable part of Odisha’ while accusing the current BJP-led state government of failing to ensure the region's development. Security presence has since intensified as both states increase personnel in the area. Odisha established three police check posts at Neridivalasa, Talasembi, and Phatuseneri to monitor movement and prevent unauthorized entry.
