Overview

India has initiated a digital transformation of its maritime governance and seafarer support systems. The process began with the launch of E-Samudra, an integrated digital platform designed to streamline services for ports, shipping companies, and seafarers through real-time tracking, digital certification, and online payments.

Following this, the Directorate General of Maritime Administration (DGMA) introduced a Seafarer Tracking Module on the e-NAVIC portal. This beta-version module allows for the monitoring of Indian sailors on both domestic and foreign-flagged vessels. The tracking mechanism was developed to address maritime security threats and geopolitical tensions in high-risk regions such as the Red Sea, the Black Sea, and the Gulf of Aden, facilitating better coordination and emergency responses.
