India telecom fraud and spam regulation

India’s Telecom Regulatory Authority (TRAI) has implemented several measures to combat unsolicited commercial communications and fraud. In the first quarter of fiscal year 2026–27, the regulator took enforcement action against 183,000 telecom resources and blacklisted 263 senders following 1.085 million complaints. These actions included barring resources for 15 days for initial violations and disconnecting repeat offenders for one year.

To further distinguish legitimate communications from fraudulent ones, TRAI introduced a 1601-series numbering framework for transactional and service-related voice calls. While the existing 1600-series is reserved for government bodies and the banking, financial services, and insurance (BFSI) sectors, the new 1601-series is designated for non-financial sectors.

Phase I of this rollout focuses on the utilities and logistics sectors, including electricity, water, city gas, and LPG distributors, as well as courier, express logistics, and freight operators. The Department of Telecommunications has allocated the series, and telecom operators have been directed to complete the onboarding and migration of eligible entities within 90 days. To maintain system integrity, TRAI has explicitly prohibited the use of 1601-series numbers for promotional voice calls. Numbers will be assigned directly to verified entities rather than through intermediaries, and telecom service providers must conduct verification before allocation.
