The government stated the decision aims to “promote fair competition and improve the ease of doing business,” specifically seeking to level the playing field between traditional broadcasters and digital media platforms that do not face similar restrictions. Officials noted the broadcasting landscape has evolved from 62 analog channels in 2006 to over 900 channels via digital platforms today. This policy change follows a recent ruling by the Delhi High Court that had upheld the existing cap.

Following the Ministry’s notification on August 21, 2026, which omitted Rule 7(11) of the Cable Television Networks Rules, 1994, the Telecom Regulatory Authority of India (TRAI) moved to align its own oversight with the new landscape. TRAI issued the ‘Standards of Quality of Service (Duration of Advertisements in Television Channels) (Repealing) Regulations, 2026’, effectively repealing the 2012 regulations that monitored compliance with the previous advertising limits. TRAI noted that maintaining those provisions would no longer be consistent with the amendments made by the Ministry.
