The Special Intensive Revision (SIR) 2026 has triggered widespread scrutiny due to large-scale voter deletions across India. In Delhi, draft rolls exclude approximately 47.56 lakh names, nearly one-third of the city’s 1.45 crore electors. These removals fall under the ‘Absent, Shifted, Dead, Duplicate, or Others (ASDDO)’ classification. A report by the Sabar Institute noted that uncollectable enumeration forms represented 32.8% of the electorate, a figure exceeding the winning margins in 68 of the capital’s 70 constituencies during the 2025 Assembly election. In Telangana, Chief Minister Revanth Reddy has alleged a conspiracy to delete one crore voters, specifically targeting Scheduled Castes, Scheduled Tribes, and minorities. In Maharashtra, the Chief Electoral Officer reported that roughly 2.07 crore voters, or about 21.15 percent of the state's electorate, may be removed. Former Chief Election Commissioner SY Quraishi has described the process as ‘illogical, unreasonable, arbitrary and mischievous,’ claiming the ‘artificial process’ has removed approximately 130 to 140 million people. As the SIR enters its third phase, covering 16 states and three Union Territories, the Congress party has intensified its accusations, calling the process a ‘Shah-instigated removal of voters on a massive scale’ and an ‘assault on our Constitution.’ General Secretary Jairam Ramesh alleged that the exercise has resulted in the deletion of 13.98 crore voters across three phases, with an additional 5.43 crore voters receiving notices to provide extra documentation. Ramesh noted that in the third phase, 6.18 crore voters out of 36.06 crore have been deleted in 12 states and two Union Territories. High-profile figures, including Rajya Sabha MP Kapil ~~Sibal and~~ Sibal, External Affairs Minister S Jaishankar, and former Deputy Prime Minister L. K.
