Overview
Indonesia is implementing several strategic economic and regulatory measures to strengthen its commodity and energy sectors. President Prabowo Subianto announced the creation of the Strategic Mineral and Commodities Exchange, set to launch on January 1, 2027, to establish benchmark prices for exports like nickel, coal, and palm oil.
In the mining sector, the government introduced Government Regulation No. 21 of 2026 regarding Natural Resource Export Proceeds (DHE-SDA). This regulation offers optional treatment for certain exporters, allowing them to place at least 30 percent of proceeds in designated foreign exchange banks for three months. The government has identified 15 authorized banks for these placements, comprising five state-owned banks—Bank Mandiri, BRI, BNI, BTN, and BSI—and 10 non-state-owned banks, including Standard Chartered, Deutsche Bank, and JP Morgan Chase.
As of August 31, 2026, the mining sector’s non-tax revenue reached 108 trillion rupiah (US$6.15 billion), an increase of 21 trillion rupiah from the previous year, driven by higher coal and nickel prices. In response to market volatility, Kadin Indonesia has urged companies to accelerate technology adoption, such as AI and electrification. Meanwhile, the energy sector is focusing on reducing import dependency; Pertamina is being encouraged to boost domestic LNG production, with projections suggesting LNG could account for over 50 percent of the gas supply by 2029.
Parallel to these initiatives, the Ministry of Energy and Mineral Resources is targeting an increase in geothermal energy utilization to reach 15 percent of the national energy mix by 2050.
