Indonesia fortified rice quality standard failures

Overview

The Indonesian National Food Agency (Bapanas) has identified widespread failures in the quality of fortified rice. Initial laboratory tests conducted across 11 provinces on 178 samples revealed that 93 percent of the products failed to meet required nutritional standards, lacking the vitamins and minerals they claimed to provide.

Minister of Agriculture and Head of Bapanas, Andi Amran Sulaiman, described the situation as a matter of consumer deception and “fraud,” noting that fortified rice is often sold at significantly higher prices than regular rice. Subsequent reports during a House of Representatives hearing confirmed that 27 out of 28 inspected brands were classified as ‘Tidak Memenuhi Syarat’ (TMS) or ‘Not Meeting Requirements.’

Beyond nutritional deficiencies, officials highlighted price manipulation by food syndicates. Substandard fortified rice reached average market prices of approximately Rp 23,385 per kg, raising concerns regarding the regulation of the rice trade and the protection of consumers.
