Indonesia maritime and fisheries development
Overview
Indonesia is expanding its maritime and fisheries sectors through infrastructure modernization, international partnerships, and domestic food security initiatives. Under a Technical Cooperation Guidelines (TCG) scheme, Indonesia has entered an agreement with China to enhance fishery production and crew skills. This initiative involves 33 Indonesian-flagged vessels operating in the Arafura Sea, with a goal of producing approximately 9,500 tons of fish annually. A key component of this partnership requires all catches to be landed at ports in Maluku for local processing to boost the regional economy. Domestically, Minister of Marine Affairs and Fisheries Sakti Wahyu Trenggono has overseen the groundbreaking of the Pengambengan Nusantara Fisheries Port in Jembrana to create a modern, integrated fishing hub. This allows Benoa Port in Denpasar to transition its focus toward maritime tourism, specifically through the Benoa Maritime Tourism Hub and mangrove-based activities. To further integrate aquaculture into the national economy, the Ministry is encouraging Red and White Village Cooperatives (KDKMP) to process catfish and tilapia into ready-to-cook products. This initiative aims to supply the Free Nutritious Meals (MBG) program, as well as hotels and restaurants. To support this, the ministry has developed biofloc-based freshwater fish farming at 100 KDKMP locations across Java. The KDKMP program is advancing through the deployment of over 33,000 trained professional managers to oversee cooperative operations. Expanding on these efforts, Minister Trenggono is now pushing for global recognition of Indonesian fishing vessel crew certifications, specifically targeting markets in Portugal and Spain. The Ministry also aims to transition crew members from profit-sharing models to structured systems featuring guaranteed salaries and insurance. Regarding aquaculture, the government targets the development of 40,000 fish cultivation sites using Mini Recirculating Aquaculture System (Mini RAS) technology by 2029, a move projected to produce 1.2 million tons of fish annually and create 80,000 jobs.
