Indonesia Whoosh high-speed rail restructuring

The Indonesian government is restructuring the ownership and operations of the Whoosh high-speed rail service. In August 2026, Finance Minister Purbaya Yudhi Sadewa announced that the Ministry of Finance will acquire a 60 percent stake in the operator, PT Kereta Cepat Indonesia-China (KCIC), from the state-owned consortium PT Pilar Sinergi BUMN Indonesia. This transfer, expected to conclude by mid-September 2026, will be managed through Special Mission Vehicles to ensure that debt and operating costs “will not burden APBN” (the state budget). The remaining 40 percent stake will be held by the Chinese partner, Beijing Yawan HSR Co. Ltd.

Concurrently, KCIC has implemented ticket promotions to coincide with the 81st Indonesian Independence Day holidays. Despite the reopening of Husein Sastranegara Airport in Bandung for commercial services, KCIC officials maintain that the high-speed rail and commercial flights serve different market segments and complement each other. As of August 2026, Whoosh stations in West Java report high usage, averaging over 18,000 daily arrivals and departures.
