President Prabowo Subianto has initiated a major overhaul of Indonesia’s Hajj and Umrah management, focusing on affordability, transparency, and the eradication of illegal practices. To ensure financial integrity, the President ordered a forensic audit of the Hajj Fund Management Agency (BPKH) to prevent ‘financial engineering’ and directed authorities to crack down on cartels and mafias within the pilgrimage ecosystem. Legislative oversight is intensifying following the enactment of Law Number 14 of 2025, which established the Ministry of Hajj and Umrah. For the 2027 pilgrimage (1448 Hijriah), the Indonesian government and Commission VIII of the House of Representatives (DPR RI) have agreed on a Hajj Pilgrimage Organizing Cost (BPIH) of approximately Rp98,466,351 per pilgrim. Of this total, the direct cost borne by pilgrims (Bipih) is Rp54,648,825 (55.50 percent), while the remaining 44.50 percent is covered by Hajj fund management benefits. Due to initial deposits and government subsidies of roughly Rp3.2 million—funded by tax revenue to alleviate financial burdens—the average final settlement for 2027 is expected to be around Rp23,248,825, a decrease from the 2026 average of Rp26,433,806. However, analysts note that reliance on Hajj fund benefits has risen to 44.5 percent, reversing the previous target of reducing dependency to 30 percent by 2027. To strengthen administrative and health integrity, the Ministry of Hajj and Umrah is tightening health screenings for 2027 following Saudi Arabian sanctions regarding alleged health insurance violations, which resulted in the blocking of 14 million riyals. Pilgrims must now be free from nine specific conditions, including kidney failure, heart failure, and infectious diseases. The Ministry is also mediating Umrah service disputes, such as complaints against PT Jgrup Amanah Wisata regarding delayed departures and unresolved refunds.
