Indonesian illegal cigarette enforcement

Overview

Authorities in Malang City initially focused on socialization and education efforts to curb the circulation of illegal cigarettes. The Malang City Civil Service Police Unit, in collaboration with police, prosecutors, and customs, worked to educate market heads and traders on excise regulations and the identification of improper stamps to prevent state revenue loss.

By November, enforcement actions escalated into major seizures. In North Aceh, customs officials intercepted a vessel, the KM Suyanna GT 76, discovering approximately 10.85 million sticks of cigarettes lacking excise stamps and detaining five crew members. Simultaneously, joint operations in Malang and Batu City led to the seizure of over 106,000 sticks of various cigarettes being transported in a vehicle, preventing significant state losses.
