Infrastructure and planning challenges in Khanh Hoa

Khanh Hoa province is experiencing various developmental hurdles related to infrastructure, planning, and land management.

In the maritime sector, businesses report that growth is being restricted by institutional and logistical constraints. Specific issues include difficulties in expanding shipbuilding facilities due to sea reclamation planning and inadequate road infrastructure for transporting heavy-duty equipment. Additionally, port expansion projects are awaiting planning decisions to increase warehousing and vessel capacity. To address regulatory complexities, the provincial government has implemented new principles for urban and rural planning funding, mandating that sponsorships remain voluntary, unconditional, and transparent.

Simultaneously, the province faces delays in irrigation, drought prevention, and flood control projects. These delays are primarily driven by difficulties in land clearance and compensation, including disputes over land origins, incomplete compensation dossiers, and unresolved resident agreements. Complications have also arisen from overlapping project boundaries, such as those involving the Tac River downstream regulation project and the Khatoco urban area.
