Institutional and sustainability initiatives in Spain

Overview

Institutional developments in Spain have focused on sustainability, transparency, and urban management across different regions.

In Salamanca, the University of Salamanca (USAL) improved its position in the 2026 UI GreenMetric World University Rankings, rising to 234th internationally. Local governance also saw Mayor Carlos García Carbayo assume the presidency of the ‘Huellas de Teresa’ network of cities. Furthermore, the Salamanca City Council expanded its drone surveillance program to monitor traffic, cultural heritage, and illegal waste dumping, reporting an 18% reduction in illegal dumping frequency.

In Castilla-La Mancha, the Diputación de Albacete marked the 20th anniversary of the Provincial Sustainability Observatory (OPSA) and renewed a cooperation agreement with the University of Castilla-La Mancha (UCLM) for 2027–2030. Additionally, the Regional Council for Transparency and Good Governance launched the Permanent School of Integrity and Transparency (EPIT) in Toledo, a program designed to provide training in public integrity and whistleblower protection for officials, particularly in small municipalities.
