Iran automotive regulation and vehicle management

Iran is implementing new regulatory and digital measures regarding its automotive sector. The FARAJA Traffic Police is launching a ‘Car Trading Platform’ intended to prevent fraud by providing verified data to ensure vehicles are not stolen, smuggled, or subject to tampered identification numbers. This initiative includes a technical inspection center for heavy vehicles in Tehran Truck Town and a ‘Motorcycle Re-registration’ project to update ownership documentation.

Concurrently, the government is introducing a vehicle scrappage and replacement program targeting personal cars, public transport, and freight fleets. Owners of vehicles older than 20 years may face restrictions on fuel subsidies, vehicle transfers, and driving in metropolitan areas. To encourage the transition, the state is offering loans of approximately 400 million toman at an 8 percent interest rate, alongside scrappage certificates valued at up to 180 million toman. Participants may choose to either scrap their vehicles or replace them through direct manufacturer channels.
