In early July, Iranian officials highlighted a U.S. memorandum of understanding, with Tehran’s mayor‑candidate Ghalibaf describing the agreement as a victory for the so‑called Axis of Resistance. They cited recent Iranian‑backed operations that allegedly destroyed U.S. aircraft, helicopters, air‑defence systems and struck a command centre in Jordan, arguing that the growing strength of Iran‑aligned militias in Lebanon, Iraq, Yemen, Syria and Gaza was forcing Washington to bear higher costs for any further action. The narrative shifted from viewing a U.S. diplomatic step as beneficial to the Axis, to portraying a broader decline in U.S. influence and a resurgence of Iran‑led regional militias.
