Iraq anti-corruption and whistleblower initiatives

Prime Minister Ali Faleh al-Zaidi has initiated a series of anti-corruption measures in Iraq, including the activation of a whistleblower law to protect public funds and expose financial misconduct. To improve oversight, the Prime Minister ordered a tiered monitoring system for projects based on scale and cost, alongside increased scrutiny of border crossings.

Following these directives and the launch of the ‘Dawn Raid’ campaign in June, the Iraqi Integrity Commission has seen a surge in activity, receiving approximately 26,000 corruption reports. These reports, often submitted by citizens and employees via social media, document issues such as suspicious contracts and administrative extortion.

As the volume of reports increases, regulatory bodies are facing challenges in verifying information and filtering out retaliatory claims. Concurrently, the Federal Board of Supreme Audit has highlighted the need for parliamentary reforms, specifically advocating for a transition toward pre-event auditing and the automation of regulatory processes to accelerate investigations.
