In mid-August 2026, the Euro-Med Human Rights Monitor renewed accusations that the Israeli military and civilian contractors are conducting large-scale operations to remove rubble and human remains from the Gaza Strip. The monitor stated that approximately 400 heavy machines and 100 daily truckloads are being used to transport debris to locations outside the enclave without official registries or independent oversight. By late August, concerns intensified regarding the removal of debris containing the bodies of deceased Palestinians. EU diplomats informed analysts that remains are being moved without clear processes for identification, potentially obscuring the true scale of fatalities. This follows warnings from the International Committee of the Red Cross (ICRC) that thousands of Palestinians buried under ruins may never be identified. In early September, UN Special Rapporteur Francesca Albanese warned that the debris serves as a ‘crime scene, a cemetery, and a material record of the two-year military campaign.’ She emphasized that reconstruction must not be conditioned upon the ‘erasure of the past.’ By mid-September, UN Human Rights High Commissioner Volker Türk warned that more than 8,000 people are estimated to be missing under the rubble, noting that recovered remains may only be ‘the tip of the iceberg.’ Citing Palestinian Civil Defense data, Türk noted that over 630 bodies were recovered from collapsed buildings between November 2025 and September 2026. He expressed concern that the use of heavy machinery by the Israeli military is destroying debris without respect for the deceased or the preservation of forensic evidence necessary for legal processes. The Arab League has since welcomed the UN’s call for international investigators to be granted unrestricted access to the Gaza Strip. The League emphasized that such access is critical to facilitate the collection of evidence, identify victims—including women and children—and document potential war crimes under international law.
