On 27 July 2026, Israeli security forces and municipal officials entered the UNRWA Kalandia vocational-training centre in East Jerusalem, using tear gas and sound bombs. During the raid, personnel were detained and soldiers accessed the roof of a nearby building. The operation extended into the Kalendiya refugee camp, where troops used crowd-control devices. This incident followed a municipal announcement regarding plans to construct an education complex on the site, heightening fears of demolition of the facility, which sits on land allocated to UNRWA by Jordan prior to 1967.

This was the second intrusion at the centre within a month. UNRWA noted that the raid breached international law and an October 2025 International Court of Justice ruling reaffirming Israel’s duty to facilitate agency operations. Israeli authorities have intensified restrictions on UNRWA, alleging links between staff and Hamas. Since 2024, Israel has barred the agency from operating in East Jerusalem, denied visas to international staff, and enacted laws prohibiting contact with the agency in the West Bank and Gaza.

UNRWA director Roland Friedrich warned that these bans forced the closure of six East Jerusalem schools, affecting 800 children, and threatened the Qalandia vocational school serving 340 youths. On 4 August 2026, the agency warned that any seizure of the college would deprive thousands of refugees of essential training, noting repeated campus entries earlier in the year that resulted in the detention of approximately 80 students and 45 staff members.

On 11 August 2026, UNRWA rejected claims regarding the facility's status, asserting the centre remains operational and is “not an empty complex, nor are its doors closed.”
