Italian industrial and economic policy discussions

Italian business and political leaders have initiated discussions regarding the country’s industrial competitiveness and economic framework. Initially, emphasis was placed on fostering a collaborative innovation ecosystem. John Elkann, CEO of Exor, advocated for a model where competition and collaboration coexist to drive growth, particularly in sectors like robotics, space, and health. This effort included a position paper presented to the Italian Senate by 60 major companies, which prioritized improving regulatory quality, administrative capacity, and skill development to attract investment.

Subsequent discussions expanded to address broader structural and fiscal challenges. Political figures criticized European Union financial constraints for limiting public investment and suggested Italy seek more flexibility from Brussels. Concerns were also raised regarding a looming demographic crisis and labor shortages affecting small and medium-sized enterprises. To mitigate economic friction, there has been a proposed shift in the fiscal system from a “control-based” tax model toward one centered on preventive dialogue between taxpayers and the administration to reduce litigation and increase planning certainty.
