Italian industrial policy and EU reform advocacy

Italian Minister of Enterprises and Made in Italy, Adolfo Urso, has initiated efforts to bolster national industry through regional investment models and calls for broader European policy reforms.

Initially, the Ministry focused on reviewing investment tools, such as the ‘ZES Unica’ model used in Southern Italy to streamline authorizations and attract capital. The government also proposed creating ‘industrial acceleration areas’ in Northern Italy under the forthcoming European Industrial Accelerator Act to simplify procedures and secure critical raw-material supply chains.

Subsequently, the focus expanded to include advocacy for European-level reforms. Urso called for a unified European energy market and a revision of the Emissions Trading System (ETS) to prevent deindustrialization. He also emphasized the importance of technological neutrality in the automotive sector and the need for Europe to develop independent productive models for humanoid robotics to compete with Asian production.

More recently, Urso has articulated a strategic vision for achieving energy, industrial, and technological autonomy to ensure national sovereignty. A central element of this strategy involves developing a strategic raw materials hub in Marghera to meet EU regulations. In the automotive sector, Urso expressed confidence in Italy’s goal to produce one million vehicles by 2030, noting that Stellantis is on track. He maintained that while Chinese manufacturers are a factor, Italy remains open to those utilizing local components.

By mid-2026, Urso reported an 11% increase in vehicle registrations and a 13.4% rise in production during the first half of the year. His strategic priorities have expanded to include the development of nuclear energy through small reactors and fourth-generation technology. Regarding the Ilva dossier, he noted that evaluations will prioritize production continuity, employment, and decarbonization. To mitigate rising fuel costs, the government continues to study selective measures, such as support for low-income workers and commuters, to complement existing transport sector tax credits.
