Italian e-scooter rollout faces enforcement, safety issues

Italy’s mandatory civil‑liability insurance, registration plate, and helmet requirements for private electric scooters took effect on 16 July 2026. The regulation, which classifies most scooters as ciclomotors, aims to end rider anonymity and improve safety following a surge in accidents and fatalities. Compliance remains low. While the Ministry of Infrastructure and Transport estimates a fleet of 800,000 to 1,000,000 units, only about 60,000 scooters are insured and roughly 160,000 plates have been issued. The new rules have also disrupted sharing operators; BitMobility, for example, halted its nationwide fleet due to insurance contract delays and projected cost increases.
