Italian mussel farming compensation adjustments

Overview

Mussel farmers in the Italian regions of Puglia and Emilia-Romagna have secured adjustments to the FEAMPA aid program to compensate for production losses caused by exceptional water temperatures and mass die-offs.

Initially, the standard methodology for determining compensation used 2025 production levels as a reference point. However, because environmental events in 2024 and 2025 had already severely impacted production capacity, using recent data would have unfairly penalized or disqualified the most affected companies.

Following discussions with the Italian Ministry of Agriculture, Food Sovereignty and Forests, the calculation criteria were modified. Businesses are now permitted to use their 2023 commercialized production as the reference parameter. This change is intended to ensure compensation reflects actual productive capacity prior to the environmental crisis and addresses lost profits, market disruptions, and rising fuel costs.
