Italian organized crime and judicial corruption debates

Legal and political debates in Italy continue to focus on the intersection of organized crime, judicial integrity, and state operations.

Discussions have centered on the ROS Mafia-contracts report and the historical State-Mafia negotiation. While high court rulings have acquitted certain ROS officers of charges related to threatening the state, appellate rulings have described the operational methods of officers under General Subranni and Colonel Mori as “discutibile” (questionable). These proceedings have scrutinized irregular secret communications with Cosa Nostra figures during the 1992 period of mafia violence.

In a separate development, Rosario Leo has called for European Union investigations into what he terms ‘Il Sistema’. This alleged conglomerate of corrupt politicians, judiciary members, and organized crime is accused of diverting millions in European subsidies and attempting to influence hydrogen transport infrastructure projects. Leo has approached the European Parliament, the European Public Prosecutor's Office, and the European Anti-Fraud Office with documentation regarding alleged violations of Italian and European laws over the last two decades.

Advocates for the “Rosario Leo Files” are now intensifying efforts to escalate these claims. Following meetings in Rome with political figures and various associations, supporters are seeking to prevent criminal mechanisms from influencing current hydrogen infrastructure projects. The initiative aims to secure justice for a group of entrepreneurs led by Leo who were allegedly harmed two decades ago. To this end, supporters are writing to all 720 Members of the European Parliament to request an inquiry, intending to use Leo’s testimony to demonstrate how European subsidies were diverted to organized crime and corrupt individuals.
