Italian parliamentary legislative reforms

Italian lawmakers are advancing legislative reforms, primarily focusing on the country’s electoral law. Following the summer recess, Parliament is scheduled to resume sessions on September 9 with a dense agenda. The electoral reform is moving through a tight timeline: amendments are due by September 1, Senate discussions are set to begin on September 9, and a final vote is expected by September 15. The government aims to complete the third reading in the Chamber of Deputies by the end of the month.

Within the governing majority, candidate preferences remain a critical point of contention. While the coalition has reached a preliminary agreement, they must finalize a unified amendment to avoid instability. To ensure passage, the government may resort to a vote of confidence in the Chamber, though the possibility of a secret ballot has also been noted as a potential source of tension within the majority.

Parliament will also address the governance of the public broadcaster, Rai, to implement the European Media Freedom Act and resolve appointments for the Rai Supervisory Commission. Disagreements persist regarding the broadcaster’s presidency, with Forza Italia supporting Simona Agnes, a candidate opposed by the political opposition.

Other significant dossiers on the autumn agenda include a new security decree targeting group violence, regulations regarding fuel and migration, the former Ilva steelworks, and various economic measures concerning taxation and purchasing power.
