Italian regional and national emergency management

Overview

The Italian government and regional authorities have implemented various emergency measures and funding allocations to address severe weather events, economic challenges, and urban needs across multiple regions.

In Lombardy, the Council of Ministers approved a 12-month extension of the state of emergency for the province of Como and several municipalities in the Brianza region to manage the aftermath of extreme rainfall. Additionally, 5.6 million euros were allocated for urgent interventions in the provinces of Gorizia and Udine.

In Basilicata, the regional government has confirmed requirements for a state of emergency in Policoro following a September downburst that damaged agricultural and production facilities, with an initial allocation of 238,000 euros. The region has also allocated 17 million euros to compensate businesses and transport companies for rising fuel costs.

Agricultural support has expanded in Calabria, where the Ministry of Agriculture is providing 60 million euros to assist farmers facing high diesel costs, supplemented by 10 million euros in regional resources.

Social and long-term recovery efforts continue elsewhere. In Sicily, the municipality of Riposto received 1.18 million euros for energy efficiency and urban regeneration. In Umbria, reconstruction efforts following the 2016 earthquake have seen over 2,600 private construction sites completed.

Looking toward long-term fiscal planning, the government has approved a multi-year budget scheme for 2027–2029. This includes approximately 1 billion euros to reduce excise duties on agricultural diesel and 160 million euros for ‘Agriculture 4.0’ to promote digitalization. To support the olive oil industry, ISMEA launched the ‘Cambiale Frantoi Oleari’, a 40 million euro zero-interest loan program for small and medium-sized mills. Furthermore, a 1.6 billion euro national allocation will provide 300-euro vouchers to individuals over 75 with annual pensions below 28,000 euros to assist with medical expenses, with regions like Liguria coordinating home assistance and telemedicine services.
