Italian social security sustainability proposals
Overview
Gabriele Fava, president of the Italian Social Security Institute (INPS), has introduced several proposals aimed at ensuring the long-term sustainability of Italy’s welfare and pension systems.
Initially, Fava suggested exploring new contribution mechanisms linked to artificial intelligence. He proposed that a portion of the value generated by increased AI productivity should contribute to the social security system to prevent a disconnect between value production and social solidarity.
Following this, Fava proposed a demographic-focused initiative: the creation of individual pension accounts for every newborn. Under this plan, the state would provide an annual contribution of at least 1,000 euros per child to be invested over several decades. This measure aims to supplement public pensions and address Italy’s demographic decline. The proposal has reportedly seen openness from the Labor and Economy ministers and may be considered for the 2027 Budget Law.
